Joe Biden har den senaste veckan besökt Ukraina och Georgien. Det var en inställsam resa. I Ukraina förklarade han att Ukraina hade de vackraste kvinnorna i världen, och i Georgien fördömde han skarpt ryssarnas invasion förra året och sa att ryssarna "used a pretext to invade your country" - och förklarade vidare att ryssarna ville förstöra Georgiens ekonomi för att övertyga dess folk om att demokrati inte fungerar. Biden sa också att han skulle "tell the rest of the world we should not in any circumstance recognize the independence of South Ossetia or Abkhazia,"
"Russia has to make some very difficult, calculated decisions," sa Biden i en intervju i slutet av sin resa. "They have a shrinking population base, they have a withering economy, they have a banking sector and structure that is not likely to be able to withstand the next 15 years, they're in a situation where the world is changing before them and they're clinging to something in the past that is not sustainable."
Wall Street Journal kommenterar hans ord:
"The remarks ...are among the administration's most critical of Russia's current role in the world, and come just weeks after President Barack Obama insisted that the U.S. seeks a "strong, peaceful and prosperous Russia" in an address at his high-profile July summit in Moscow with Russian President Dmitry Medvedev."
I en intervju den 23 juli med Wall Street Journal talade Biden också rakt på sak om sin syn på Putin etc. Bland annat fick han frågan om han trodde att Ryssland skulle gå med på att inte behandla forna Sovjetstater som sin "intressesfär", varpå Biden sa:
"I don't expect the Russians to embrace -- particularly this government, particularly Putin -- to embrace the notion that [they should] reject a sphere of influence. But I do expect them to understand we don't accept a sphere of influence."
Ett uttalande som säkert också innehåller en stor del sanning, men eftersom alla redan vet att Ryssland inte accepterar Georgiens alla krav, så är frågan förstås om det inte bara resulterar i onödiga provokationer att uttrycka sig som Biden gjorde. Moskva kommenterade också Bidens uttalande. New York Times skriver i en artikel om saken:
"Speaking on the heels of his trip to Georgia and Ukraine, Mr. Biden said flatly that the Obama administration would make no deals and accept no compromises with the Kremlin in exchange for better relations.
Russia itself, he said, should find it in its own interest to repair relations.
The Kremlin immediately responded to the comments, made in an interview with The Wall Street Journal, with a demand for a clarification of the administration’s intentions toward Russia, saying essentially that it was receiving a mixed message so soon after President Obama had visited Moscow for the summit meeting.
Calling the criticism “perplexing” in light of the diplomatic overtures initiated by the United States and described as “pressing the reset button,” the chief foreign policy adviser to President Dmitri A. Medvedev told the Interfax news agency, “The question is: who is shaping the U.S. foreign policy, the president or respectable members of his team?”
New York Times skriver vidare hur Obamas presstalesman Robert Gibbs försökte förlika vice-presidentens ord med presidentens åsikt:
The White House did not back away from the vice president’s remarks on Saturday, but attempted to smooth over the frayed relations with Russia.
"The president and vice president believe Russia will work with us not out of weakness but out of national interest,” Robert Gibbs, the White House press secretary, said in a statement on Saturday night.
Invasionen av Georgien förtjänar förstås tveklöst att fördömas. Men Biden är inte den mest taktiska i president Obamas kabinett, och man kan undra om det inte hade varit vettigare att skicka Hillary Clinton till de fd öststaterna istället för Joe Biden, som är lika beräknelig som en lynnig byracka - i synnerhet när Georgien-invasionen är en sak som för flera månader sedan (då mycket korrekt) fördömdes skarpt, men varefter USA och Ryssland försökt trycka på "reset" och slå an på en mer försonlig linje som såväl president Obama som president Medvedev önskat.
Obama skämtade härom månaden om att han de kommande hundra dagarna skulle lära sig att frångå sin teleprompter, men att Joe Biden däremot skulle lära sig att hålla sig kvar vid den. Biden gör nog gott i att lära sig det så snabbt som möjligt.
